Our client is a leading European corporation specialized in environmental industry.

For this client, Talent Fishers is now recruiting a Construction Manager.

 

Reporting Line: Project Manager

Location:  Taiwan

Job description:

  • Assist the Project team in the Construction supervision and Management of a project including Construction Progress, Safety, Quality and verification of the quantities when required by commercial colleagues.
  • During the construction work coordinate with operation team
  • Follow up some manufacturing at some workshop
  • Workout some practical solution for some retrofit work.

Support the Engineering manager in the technical decision and interfaces between various construction branches

  • Verification of quantities during variation approval and final accounting of construction Contracts
  • Advise on the best split of work between contractors.

Support the procurement in finding professional capable workshop and contractor

  • Manage the construction discipline engineers/supervisors of several members. Motivate the team and develop their skills.
  • Work closely with Quality, Safety, Contract and project control specialists for the works related to construction management and supervision.
  • Manage the contractors onsite; supervise the quality of the work delivered by contractor and the onsite safety.
  • Coordinate any interface with Operation people

As Site Work:

  • Be responsible for construction management of the project under the lead of project manager.
  • Organize and develop construction execution plan, include construction target, task, principle, procedure, standard and method etc.
  • Organize field investigation to develop the preliminary construction organization planning and important construction scheme.
  • Lead and Conduct the Constructability review when design drawings ready.
  • Inspect measurement of construction progress earning value and manpower actual consumption record.
  • Periodically hold inspection meeting of construction plan implementation situation, inspect and analysis the main problem during construction and find the solution.
  • Organize to review the important construction scheme that submitted by contractors.
  • Implement and execute project quality assurance program and project quality plan.
  • Work closely with HSE manager and other disciplines from operation to implement and execute project HSE assurance program and plan; and organize investigation, analysis and treatment if accident happens.
  • Manage the Quality & Construction Progress.
  • Periodically organize risk evaluation of construction scheme to find potential risks, and to assure the execution of each specified preventive measures.
  • Attend and organize Daily internal debriefing meetings, Weekly and Monthly progress meeting and, when necessary, extraordinary meetings with experts and/or other concerned people to discuss specific matters.
  • Lead pre-commissioning activities whenever it is required.
  • Lead arrangement and filing-up work of construction documents and records.

Design support

  • Follow up some manufacturing at some workshop
  • Workout some practical solution for some retrofit work.
  • Support the Engineering manager in the technical decision and interfaces between various construction branches
  • Coordinate and review Contractor’s/Supplier’s design, incl. MR, design document and drawings
  • Review contractor’s key deliverables, such as spec, datasheet, MR and vendor drawing review.
  • Participate bid evaluation meeting when needed.
  • Lead the equipment workshop inspection work;
  • Provide technical assistance for plant commissioning & Trial Operation.

Job requirements:

  • Bachelor in Engineering (Mechanical, Electrical and etc.).
  • Master Degree in Engineering (or MBA) will be a plus.
  • Minimum 10-12 years of experience in construction management of chemical, petrochemical, power plants, environmental plants or other heavy industries or infrastructure projects.
  • Minimum of 5 years of experience in working in international construction environment knowing the compulsory requirements in terms of Quality and HSE Protection plus field of experience of Construction Management.
  • Minimum of 5 years of experience in working as Construction Manager, acting on behalf of the international Main Contractor.
  • Experience in revamping or retrofitting project in an existing live plant with some interface and coordination of work / tie-in, and therefore strong sense of coordination, phasing and HSE awareness to work with operation team will be a plus.
  • Fluent in both written and speaking English;
  • Good team player with strong leadership skills and communication skills;
  • Able to travel and work all over China and to cope with different cultures.
