Our client is a leading public transport operator (originally from Europe), with a variety of operations in different countries worldwide, and tailored mobility solutions adapted to the local environments.

For this client, Talent Fishers is looking for a COO to be based in Shanghai, P.R. China.

The COO will be overseeing the 3 main phases of company's projects in China: 
1)    Bidding, 
2)    Preparation of projects (recruiting, SOPs, technical supports, etc), 
3)    Follow up on the commercial operations of projects, so as to ensure ongoing and long-term success.

Job Description
?    Be responsible for the people management of the operation department;
?    Build the technical and financial bidding for O&M according to the RFP;

During the pre-operation period:
?    Lead the GM to ensure that the strategy defined during the bid is followed;
?    Be responsible for the budget management, while involving the GM in the budget management and commitment;
?    Be in charge to warranty that a safety policy is set up in the organization;
?    Be responsible of the global organization issues to warranty the opening of the line (Support in design phase, set up of efficient organization according to the contract, specific training implementation, writing/support for the procedures definition, etc)

During the commercial operation:
?    Collect and share best practices of the mother companies and of the other lines;
?    Lead audits to ensure that the lessons learned from incidents are set up;
?    Be responsible for technical guidance of operation and maintenance, and play a role of supervision and supervision on the safety of operation and maintenance;
?    Promote and implement guidelines, plans, polices, regulations and rules for operations and maintenance;
?    Establish and adjust the management structure of project line to ensure the effective operation of the system;
?    Implement and follow-up performance systems and conduct regular performance inspection to ensure a high level of service delivery;
?    Be part of the safety management system (provide technical support for investigation and analysis of company major faults and safety production incidents, ensure the implementation of the corrective and preventive measures…);
?    Establish IT policy and implement and maintain company IT tools such as ERP, MMIS and IT office tools.

Job Requirements
?    Master's degree in engineering;
?    At least 10 years of working experiences within the Transportation System, Railway System, etc;
?    Fluent Chinese, French and / or English;
?    A flexible multi-tasker who is willing to“roll up his/her sleeves”;
?    Strong project management skills (understanding of cost control, finance, margin, working capital, risk analysis, opportunity) with technical knowledge of engineering disciplines;
?    Good interpersonal, leadership skills.
