Purpose of Job
Purpose of the position in the organization:
A HSE & Quality Assurance SUPERVISOR is mandated for the company to manage the Hygiene & Safety & Environment (HSE) and Quality system.
A HSE & Quality Assurance SUPERVISOR is responsible for the organization and animation of the Hygiene &
Safety & Environment (HSE) in the company, ensuring the smooth running of the HSE and Quality system with compliance
to regulatory requirements and Quality System Standards, which contribute to the global performance growth and
reliability of the company so as to further satisfying our customers.
Objectives and Results
The main objective of the HSE & Quality Assurance SUPERVISOR is to
- To maintain and stimulate the HSE systems to ensure continuous progress based on the principles
China Work Safety Standards and IMS standards with compliance of all group rules, as well as local
regulations.
- To maintain and stimulate the company quality systems to ensure continuous progress based on the principles
ISO 9001 and GMP EXCIPACT standards.

Job Description
Missions & Responsibilities
Mission 1: HSE SUPERVISOR
The responsibility of the HSE SUPERVISOR is to deploy the company policy: identify risks, understand
regulatory issues, manage gaps to regulatory requirements and major risks, allocate human resources with adapted
organization, define HSE rules for the site, manage HSE documents, prepare emergency crisis plan, control efficiency
of the HSE system (feed backs, dashboards, internal audits), define progress action plan validated during the annual
management review.
HSE Management: S/he is accountable for:
- Schedule the Management Review and propose the annual guidelines of HSE policy, objectives and
annual action plan to be validated by Asia GM and Plant Manager. This HSE management plan should be in
line with HSE objectives and the plan of the group.
- Implement the validated action plan, and follow up of the actions and objectives.
- Schedule audits in order to control the implementation of the annual HSE guidelines.
- Communicate the audit reports to the Corporate Risk Management Director.
Risk Management: S/he is accountable for:
- All HSE risk analysis.
- Issuing and filing the Working Permits in each case of dangerous working operations.
- The implementation of the Change Management procedure:
* Fill a Change Management form,
* Perform the risk analysis,
* Collect the validation signatures,
* Issue the Working Permit if relevant,
* Check the implementation of the Change
* Update the relevant documentations: lay out drawings, log books, SOP…
- Identification with the collaboration of the team of any daily potential dangerous situations, analysis on the
risks, proposal of the corrective actions and control of their implementations.
- Safety communication and training to the team, including HSE drills, exercises for building evacuation, Fire
safety drill, and 12 life saving rules (AL program). Maintain and schedule mandatory license review/training
for all the company employees.
The Plant Manager will provide the appropriate resources for facilitating the safety management.
The Corporate Risk Management team can provide dedicated support and advice.
Compliance with Regulations: S/he is accountable for:
- Cooperate with Asia Regulatory Manager who will be responsible for analysis of the compliance with
regulations on the implementation of actions in order to comply with the Chinese regulations and Chemical
regulations.
- Liaises with Chinese local Government in order to assist the Plant Manager.
- Do all HSE related registrations with local government authorities.
HSE Behavior Model: S/he is accountable for:
- Has behavior in all circumstances in conformity with the ethical rules which were communicated to
(competition law…).
- Preserves the health and safety of its staff.
- Respects and enforces the guidelines and safety procedures, health, risk control, environment and quality.
- Unfolds, within policy and rules, annual health, safety and environmental quality of the site.
- Maintains the confidentiality of information.
Mission 2: QUALITY ASSURANCE SUPERVISOR
The responsibility of the Quality Assurance SUPERVISOR is to define and validate with the Plant Manager the quality policy and organize the definition of objectives, targets and action plans in the field of Quality. S/he is responsible for Quality Management review and approval of change control requests.
- S/he ensures that the quality policy is consistent with the group policy and in accordance with ISO 9001
standards and following GMP Excipact guidelines. If necessary, suggest improvements in consultation with
the Quality Group Director.
- S/he maintains systems and quality standards in line with company objectives both onlines and offlines.
- S/he develops, recommends and establishes policies and procedures for quality, including functional testing,
product quality and control, quality analysis, product problem resolution, vendor appraisal schemes, and
supplier quality requirement.
- S/he ensures that finished products are delivered to the customer meeting agreed quality standards and
specifications.
- S/he co-ordinates the evaluation of quality problems and implementation of corrective and preventive actions
- S/he investigates customer complaints, giving analysis of fault and reasons why the fault occurred, corrective
actions taken and report on whether or not the corrective actions have been effective.
- S/he manages and controls internal audits of company operating procedures and external audits (suppliers
and subcontractors), ensures compliance and reports non-conformances with agreed corrective actions.
- S/he ensures that all contracts with key suppliers for raw material or service are in line with group quality
policy.
- S/he respects and enforces quality procedures (SOPs) in force and implements the annual policy management.
Job Requirements
Training and Required Experience
- 5 years of professional experience in HSE or QA management
- General Certificate of Education / Bachelor degree
Specific Capacities/ Knowledge and Know-how
- Good English writing and oral communication skills.
- A reasonable knowledge of Regulatory, ISO & GMP guidelines and Global/National Standards.
- Pack office, Microsoft AX dynamics (Osmosis), Group internal tools, etc.
