Regional Sourcing Manager, Northeast Asia
Our client is a global leading international enterprise in its industry. For this client, Talent Fishers is seeking a Regional Sourcing Manager to be responsible for the overall strategic sourcing and supply chain management of the Northeast Asia region, leading end-to-end procurement operations including budget control, cost optimization, supplier lifecycle management and risk control. The incumbent will drive the establishment of a stable, compliant and cost-effective supply chain system, collaborate with internal cross-functional teams to meet business development needs, and ensure the continuity and efficiency of regional procurement business. Frequent business travel to industrial zones across China is required for on-site supplier management and business coordination.

MISSIONS & RESPONSIBILITIES
Strategic Sourcing & Portfolio Management
- Take full responsibility for the sourcing management of the regional product portfolio, formulate and implement annual procurement budgets and cost control plans.
- Conduct in-depth market and procurement spend analysis, identify cost optimization opportunities and implement targeted strategies to reduce overall procurement costs.
- Lead supply chain risk assessment and management, formulate business continuity plans to mitigate supply chain disruptions and ensure stable material supply.
- Lead the whole process of supply contract negotiation, finalization and execution, ensure contract terms are commercially favorable and compliant with company and industry regulations.
Supplier Relationship & Compliance Management
- Establish and maintain long-term and stable cooperative relationships with key suppliers through regular commercial communication and business meetings.
- Conduct on-site visits to suppliers' manufacturing bases to verify production conditions, facility suitability and process compliance.
- Review and verify suppliers' relevant certifications, licenses and official documents to ensure compliance with industry regulatory requirements.
- Evaluate suppliers' financial stability, industry reputation, and compliance with environmental, social and governance (ESG) standards, and conduct regular supplier performance reviews.
Vendor Qualification & Onboarding
- Lead the whole process of vendor qualification (VQ) preparation and execution, formulate standardized qualification criteria and processes.
- Responsible for the onboarding management of new suppliers and the re-qualification of existing suppliers, ensure all onboarded suppliers meet the company's quality and compliance requirements.
- Establish and update the qualified supplier list, and track the dynamic qualification status of suppliers in real time.
Sourcing Support for New Project Development
- Initiate and execute Request for Information (RFI), Request for Quotations (RFQ) and Request for Proposal (RFP) processes for established and potential new suppliers.
- Collect and analyze supplier quotations and technical proposals, provide professional sourcing advice and data support for the development of new company projects.
- Coordinate with project teams to ensure sourcing progress matches the overall project timeline and meet project material and service requirements.
Documentation & Data Management
- Establish and maintain a complete and accurate supplier information database, record all details of supplier due diligence, qualification, cooperation and performance evaluation.
- Ensure all procurement and supplier management documents are properly filed, updated and traceable, in line with the company's document management system and industry regulatory requirements.
- Compile regular procurement and supplier management reports, provide data analysis and decision support for regional procurement leadership.
Internal Cross-Functional Collaboration
- Establish close communication and collaboration mechanisms with internal stakeholders (R&D, production, quality, finance, etc.), align on delivery timelines, material specifications and procurement requirements.
- Respond to internal business needs in a timely manner, coordinate supplier resources to solve procurement and supply chain problems in the business process.
- Share sourcing market information and supplier resources with internal teams, drive cross-departmental synergy to optimize the overall supply chain efficiency.
KNOWLEDGE, SKILLS & ABILITIES
- Bachelor's degree in Chemistry, Pharmaceutical Engineering or related majors; Master's degree in Organic Chemistry is highly preferred.
- 10-15 years of professional experience in procurement and sourcing, with working experience in international and standardized corporate environments.
- At least 2 years of experience in synthetic R&D with a solid understanding of QA (Quality Assurance) work processes and requirements.
- Profound professional knowledge and practical experience in strategic sourcing in the pharmaceutical industry, familiar with industry procurement regulations, supply chain characteristics and market trends.
- Native or fluent in English (listening, speaking, reading and writing), able to use English as a working language for daily communication, contract negotiation and document compilation.
- Excellent strategic sourcing and cost optimization capabilities, with a proven track record of successful cost reduction and supply chain optimization.
- Strong contract negotiation and commercial acumen, able to reach win-win cooperation with suppliers on the premise of ensuring company interests.
- Proficient in supplier lifecycle management, familiar with vendor qualification (VQ) processes and industry regulatory compliance requirements.
- Strong risk management awareness and ability, able to identify supply chain risks in a timely manner and formulate effective response plans.
- Excellent data analysis and report writing capabilities, able to conduct in-depth analysis of market and spend data and provide actionable insights.
- Strong cross-functional communication and collaboration capabilities, able to effectively coordinate internal and external resources to promote work progress.
- High sense of responsibility and result-oriented thinking, able to work under pressure and meet tight project timelines.
- Willing to frequently travel to various industrial zones in China for supplier on-site management and business coordination.
- Meticulous and rigorous work attitude, with strong attention to detail and document management capabilities.
- Familiar with ESG-related requirements and able to integrate ESG evaluation into supplier management.
- Familiar with international pharmaceutical industry regulatory standards and procurement best practices.
- Proficiency in using office software and procurement management systems for data statistics and work management.
